Oil claims chief says new payment rules coming

JACKSON, Miss. (AP) - The administrator of BP's $20 billion Gulf oil spill fund says he will unveil new rules Friday meant to broaden eligibility and make the process more transparent and consistent for claimants.

Kenneth Feinberg, who has been criticized about the size and pace of payments, was a featured speaker Friday at a program hosted by the Mississippi College School of Law in Jackson.

Feinberg said some of the upcoming changes are based on hundreds of comments he has received in recent weeks, including numerous complaints he wasn't distributing enough money fast enough.

Feinberg, the Washington lawyer who runs the fund and was lauded for his work overseeing the compensation fund for 9/11 victims, insists he is being fair. But he said the volume of claims is immense.
