JACKSON, MS (WLBT) -  The man who was introduced as the "Master of Disaster", Kenneth Feinberg, spoke to The Mississippi College School of Law Friday in Jackson.

Kenneth Feinberg, a 66-year-old lawyer, who was a former aide to Senator Ted Kennedy, heads the effort to handle the claims in the BP Oil Spill.

He says about $3.6 billion have already been handed out to those damaged, including about a billion in Mississippi. He has a $20 billion fund. The Justice Department insists Feinberg loosen the purse strings to help people who are suffering from the spill. We asked him if he felt every Mississippian damaged by the spill would be made whole he would not speculate on whether the whole $20 billion would be used to pay claims, but he said state claims have to come out of the fund as well as private claims.

He said new rules are being revealed to make the process more transparent and consistent.

Feinburg, who has been praised for his handling of the 911 claims, says he has been challenged for his lack of consistency in handing out claims money and that will be changed.
