A $12 million general obligation bond issue that council members already approved a few weeks ago was back on the table at Tuesday's meeting. There are some questions about semantics.

Ward 1 Councilman Quentin Whitwell says Mayor Harvey Johnson said one thing in a memo and is now saying something else. It deals with how $1.1 million that is put aside for roads every year will be used. The mayor wants to save it, possibly to pay down debt. Some council members want to make sure it's spent on roads.

"The way the memo read, I was satisfied with. The way it's been described up here today, and then with the comment back to me that I'm an imbecile that hasn't read anything," Whitwell said during the meeting.

"I'm not calling you an imbecile... go back and read it again," Johnson said, as Council President Tony Yarber tried to maintain order and move onto the next agenda item.

In the end, the council voted to table the resolution that paves the way for the bond.

"I've been on the fence about the $12 million, because on one hand I want to see the projects accomplished, but on the other hand there's been this question as to what money is dedicated to paying it," Whitwell says.

"What we were trying to do is have a significant impact on our major thoroughfares. But again we'll have to wait on that," Johnson tells us. "It was rejected, so what that means is that council members and I will continue to hear from citizens that they want something done about their streets."

This latest snag does not affect the 27 residential streets and 25 intersections that are being repaved now.

By tabling the resolution for the bond for major thoroughfares, the issue can be brought up again and voted on at any time, once the details are clear.
