MS bill banning abortion after 20 weeks has passed

Thursday Mississippi legislatures passed House Bill 1400, prohibiting an abortion at and after 20 weeks. 

The bill passed with no amendments 89-22.

Rep. Andy Gipson said the new law would not impact (abortion) clinics. He said clinics did not perform abortions after 16 weeks of gestation.

Rep. Adrienne Wooten argued about women who are victims of rape or incest. Representative Gipson says that was addressed with a previous law.

A Child Protection Act went into effect in 2012. The law allows the state to go after sexual offenders using DNA.

The new bill does offer exceptions, for instances, where a mother or child's life is at risk.

Gipson said in 2011 there were 25 abortions after 16 weeks of gestation.

He was passionate; saying it would be worth it to prevent just one (abortion).

Rep. Toby Barker offered an amendment to add an exception in a case of rape or incest.

Gipson said the amendment will expand abortions in Mississippi.

The Amendment failed with only 40 yeas.
