Homeland Security reports capture of North Texas child porn suspect

Homeland Security officials say a North Texas man wanted in connection with a wide-ranging child pornography investigation has been captured.

Investigators say the suspect produced child pornography, photographing himself with a baby girl between 12 and 18 months old.

They say he was arrested within 30 hours of the public announcement on March 18.

Ottumwa police say the suspect is considered a juvenile but is being charged as an adult. He has been charged with second-degree sex abuse.

Second degree sex abuse is a Class B felony, punishable with up to 25 years imprisonment if convicted. Grooms is currently in custody with a $100,000 cash-only bond.

This arrest is part of an investigation that identified three victims from Lubbock.

Federal authorities made the original announcement late Tuesday afternoon. They say the investigation identified at least 250 victimized children across 39 states and five countries.

Federal prosecutors targeted a specific website run out of a home in Louisiana.

They say the site had more than 27,000 members worldwide who were involved in producing and distributing child pornography.

Fourteen people face federal charges.

An official with the U.S. Postal Inspection Service explained how the investigation began:

"It stems from our investigation into an offender who exploited children via the mail. In the course of the investigation, we uncovered the identity of an administrator of a secret, members-only child exploitation website."
