The city is using federal funds to change the landscape at homes along Capitol Street near the Jackson Zoo.

Home owners in the area say they couldn't make the improvements on their own.

"I'm getting a new home for free and you can't beat that," says Thomas, grinning from ear to ear.

Work on Golden Thomas's home will start in the coming months, inside and out. Anything not up to city code will be repaired.
