JACKSON, MS (Mississippi News Now) -

West Jackson residents held a prayer vigil in memory of Lonnie Blue Friday night. He's the innocent bystander killed by a fleeing vehicle in a high speed chase that started in Clinton and ended in Jackson

The residents have organized the Capital Street Coalition in an effort to prevent another case like Blue's.

Cassandra Whelchin is president of the Capital Neighbors Association.

She told 3 On Your Side, short-term goals are to meet with the Clinton police chief and mayor, as well as Madison and other metro area municipalities to demand they adopt Jackson's police policy of no chasing across city or county lines.

Cassandra Whelchlin said,  "And our ultimate goal is to change the law so that we can have best practices and policies within our city"

Lonnie Blue was killed Monday after Clinton police chased a Walmart shoplifting suspect into Jackson city limits at a high rate of speed....the fleeing suspect's vehicle striking Blue's Honda.

Three people were arrested.
