Quincy Peels has turned himself in to Pearl Police. He was wanted for one count of felony child endangerment and two counts of felony desertion of a child under 18-year's old. He'll be held without bond until his initial appearance before Rankin County Judge Kent McDaniel.

Peels' three children, ages three, seven and 10, were left in the area of Highway 80, at the Rankin/Hinds county line Monday afternoon.

The incident was called in by workers who observed a vehicle pull off of the roadway just after crossing the Pearl River Bridge into Rankin County. They said when the vehicle pulled off of the roadway, two males and two females exited the vehicle. One of the males was an adult and began walking across the bridge back into Hinds County.  The three children were left wandering along the roadside for over an hour before law enforcement was dispatched to the area.

The juveniles were not initially able to give law enforcement contact information of the parents. Mississippi Department of Human Services was contacted to take custody of the children.

The mother was identified as Keyundra Charon Battle Peels and the father was identified as Quincy Montanna Peels. Investigators made contact with the two and instructed them to return to the scene.  After waiting nearly two hours, the parents failed to return.

Our reporter talked to workers in the area who were shocked by what happened.

"I can't understand how parents can treat their kids like that. You're supposed to take care of your kids. So the fact that they were malnourished it's horrible," said Chris Cobb. "I can't understand how parents can treat their kids like that. You're supposed to take care of your kids. DHS placed the children with their mother, paternal grandparents.  Although they were left without water and shelter, the children did not require medical attention.

A warrant for felony child abandonment has also been issued for Keyundra Charon Battle Peels. She remains at large.
