Air is always pushing on everything.  The ruler has a small surface area.  The air pushing on top of it is not enough to hold the ruler in place when it is hit.  The newspaper has a large surface area.  The air pressure is strong enough to hold down the paper, which keeps the ruler in place.  The ruler can't lift quickly enough when it is struck, so it breaks.
